According to announcement by DDA, Allottees of DDA flats in denotified areas will now no longer need to approach the housing authority for permission for installing lifts and can obtain the same from local bodies.

Lift NOC Procedure

General

The request for seeking NOC for installation of lift and connecting bridge should be submitted by Proposing Applicants* after obtaining necessary consent from owner(s)/ legal representative(s) of at least 50% of the flats in that staircase (of that block) who shall be beneficiaries upon the installation of lifts in DDA flats. The consent from ground floor flat owners is desirable but not mandatory for seeking NOC by applicants. Application must be complete with all necessary documents/Affidavits and other pre-requisites for issue of NOC and lift installation in DDA flats.

Whom to Apply

Allottees in all the Colonies where services stand transferred to MCD as well as colonies where services are with DDA shall apply to SE(HQ), DDA of concerned Zone. The NOC shall be issued by CE(HQ) after due verification of documents. After the issue of NOC by DDA, the applicants must get modified drawings approved from local Municipal Authority, in the areas which have been de-notified before actual execution of work for successful installation of Lift in DDA flats.

Documents Required

While applying for NOC, the following documents/ indemnity bonds/affidavits are required to be submitted:

Consent for installation of lift in individual block (served by a common stair case) from owner/legal representative of at least 50% of the flats in the stair case of that block. The consent from ground floor owner is desirable but not mandatory.

Certificate from registered Structural Engineer/ Architect (on their letter head) stating that the structural design of lift well is as per provisions of National Building Code.
Four sets of original building plan indicating location of the lift-well duly signed by registered Architect and proposing/secondary applicants.
Certificate regarding maintenance/operation aspect and safety requirement and bear all the cost for the above operation.
Undertaking to obtain NOC from Chief Fire Officer, GNCTD (if applicable), Lift Inspector and Power/Electricity Distribution Company.
NOC from the registered RWA of the particular block in case any shifting of services are involved for lift installation in DDA flats.
Indemnity Bond from all the Proposing applicants* indemnifying to keep DDA harmless from any claim which anyone may, at any time, crop-up against the DDA.
The group of proposing members who are beneficiaries of lift shall give an affidavit on stamp paper that there is no unauthorised construction/construction beyond permissible limit including terrace floor of that particular block (the NOC for DDA lift installation shall not be processed till all such unauthorised constructions are removed/regularized). In any case lift shall not be allowed to go up to terrace level at all.
After examination of the proposal including all technical aspects by Superintending Engineer(Head Quarter) concerned, Director (Housing) & Senior Architect, and on their recommendations, CE(HQ) DDA will issue No Objection Certificate for installation of lift subject to deposition of requisite charges, if any, raised by DDA as discussed in para (xii) below for installation of lifts in DDA flats.
Where absolutely necessary a provision of connecting bridge/walk way can be considered from the lift well to the landing point.
A processing fee of Rs.5,000/-(non refundable) per lift will be charged by the DDA after verifying the check list (permission shall be granted within 45 days after submission of all complete acceptable documents). The payment can be made by DD in favor of concerned Sr.AO(CAU),DDA.

The policy of lift installation in DDA flats, first notified on May 26, 2011, was subsequently modified on August 3, 2012, the urban body said.

NOC/Sanction For Lift Installation in DDA/MCD/ CGHS Flats in Delhi

Residents of DDA, MCD, and CGHS flats cannot erect, re-erect or make any alterations to the existing building structure without getting the required NOC/Sanction for the installation of lifts. Any new lift installation work carried out without permission from the DDA or local authority like the MDC or SDMC will result in the construction work being halted and attract legal action under the DDA and DMC Acts of 1957.

To get the NOC/Sanction for lift installation in a DDA/MCD/ CGHS building, the rules and regulations listed in the NOC/Sanction Policy must be carefully followed. Let us look at them below-

Consent: Written consent for the installation of the lift must be obtained from at least 50% of the flat owners or residents who use the common staircase, excluding those residing on the ground floor. Consent from ground-floor residents may be taken, but it is not a mandatory requirement.
Independent Structure: For the safety of the main building’s structure, the lift must be separately installed from it. It should be an independent structure and a connecting bridge may be constructed, if needed to support the stability of the main building.
Passage Space- There should be at least one meter of space (wherever applicable) in the passage for the residents to safely pass through.
Ventilation and Natural Light: The ventilation and natural light of the flats must not be reduced. The lift should be installed against a blind wall or at a safe distance from the existing structure.
Technical Feasibility Certificate: A certificate of technical feasibility should be provided, by a CPWD-listed and certified lift manufacturer like ShuttleSky Lifts.
Compliance with Building and Fire Safety Codes: All provisions of the National Building Code and Fire Safety Codes must be strictly Safety certificates must be submitted by a registered structural engineer and a registered architect.
Building Plans: Four sets of building plans, duly signed by the registered architect and the proposing flat owners, must be submitted.
Indemnity Bonds and Undertakings: Indemnity bonds and undertakings are mandatory, covering maintenance, safety, electrical and fire compliance, and all legal responsibilities of the resident flat owners.
Accessibility: The lift design should be friendly and accessible for senior citizens and persons with disabilities.
NOC for Shifting Services: If any common services are required to be shifted, an NOC from the Managing Committee of the RWA or CGHS should be taken.
Terrace Restriction: The lift must not extend up to the terrace level of the structure.

List of Mandatory Documents to be attached with the NOC Application

Given below is a list of mandatory documents applicants must attach with their application for DDA flat lift installation in Delhi-

Filled application form (Appendix A)
Four sets of building drawings (one on cloth), signed by:
All proposing residents
Registered Architect
Structural Engineer

Drawings must show the lift in blue and the connecting bridge in red (scale at least 1:100).

Consent letter from owners of the block and nearby flats who may be
Supervision certificate from Architect and Structural Engineer (Appendix B), with copies of their registration
Proof that you own the flat, such as Sale Deed, GPA, or ownership papers approved by
Safety certificate for natural disasters (like earthquake), signed by proposing residents and structural engineer (Appendix C).
Undertaking by proposing residents that they will pay for lift installation, operation, and maintenance (Appendix D).
Undertaking from Architect/Structural Engineer confirming that the design follows National Building Code rules (Appendix D2).
Indemnity Bond on ₹100 stamp paper, saying DDA will not be responsible for any damage or accident (Appendix E).
Proof of payment of ₹5,000 processing fee by Demand Draft in favour of DDA, New
Technical feasibility certificate from lift company, confirming the lift and bridge can be safely

Lifts Rules in Delhi- Elevator Installation

Lifts can be installed in –

Clearance Approvals During Lift Installation Construction Work

Confirms that work is being done as per approved plans.

NOC from RWA / CGHS Managing Committee if water lines, cables, etc. are shifted.

After Lift Installation For The Completion Certificate

Architects must inform DDA/MCD authorities that construction is completed as per approval.

Clearance from a Government Lift Inspector confirming the lift is safe to operate.

Especially where fire safety systems are affected.

Clearance for electrical connection and safe power supply to the lift.

Only after all above approvals are submitted.

Fees Applicable for a DDA Compliant Lift

INR 5000 fee ( Non-refundable) for application processing + development charges INR 25,000 for Colonies A and B, INR 15,000 for colonies E,G, and H, for other colonies including C and D, INR 10,000.
